Discussion of Methodological/Cognitive Issues and the Proposed Redesigns

Introduction My charge as part of this workshop was to serve as one of two formal discussants, focusing in particular on how well the proposed redesigns address the key methodological and cognitive concerns expressed in various forums with regard to the Consumer Expenditure Surveys. I greatly appreciate the opportunity to review many of the papers and presentations on the methodological concerns about the current CE, to study the two proposed redesigns in some detail in advance of the workshop, and to reflect on (1) what was expected by BLS, the CNSTAT Panel and other stakeholders of this important statistical program and (2) what has been achieved.
